Eligible (limited)
An ad that is approved but restricted — serving less than it could, usually for a policy reason.
"Eligible (limited)" is an ad status that means Google has approved the ad but is limiting where or how often it serves. The most common cause on a new account is a trademark in the headline — a competitor's brand name, or a generic word that is registered somewhere — which makes the ad "Approved (limited)" in some regions and invisible in others. The status is easy to miss because nothing is red: the ad is technically live. If a campaign is spending far less than its budget with a healthy bid and real search volume, the ad status column is the first place to look. The fix is usually to rewrite the headline without the restricted words and resubmit.
