"Low search volume" is a keyword status Google applies when the term gets so few searches that the keyword is set inactive until demand appears. The keyword is not disapproved and the bid is not the problem; there is simply no auction to enter. It is the clearest signal that a keyword list was written in the advertiser's vocabulary rather than the searcher's — precise, descriptive, and dead. Keyword Planner shows the same thing before you spend: the average monthly searches column for the exact terms you wrote, beside the plainer terms people actually type. A campaign whose keywords are mostly rarely served is not underperforming; it never ran.
