A Shopping campaign shows product listings (image, price, store name) at the top of Google results and on the Shopping tab. There is no keyword and no ad text: Google matches searches to the products in your Merchant Center feed, using the titles and attributes in it. So the feed is the campaign. A product Merchant Center has disapproved cannot show; a title without the words people search cannot match; a feed that has not synced shows old prices and out-of-stock items. Reporting rolls up to the product group, which is where spend without sales becomes visible and where the pause lives. Most Shopping fixes are feed-side edits, not toggles in the campaign.
